Most numbers in GW are rounded down to the nearest integer.

Are enchantment-extended mods an exception?

Opinions differ. I lack the experience to have so much as a strong guess. Has anybodye actually tested it?

well from what ive learned in my "Which is better HoD Sword or Fiery Flame Spitter" thread the 19% enchantment mod IS the same as a 20% enchantment.

That thread is exactly what inspired me to start this one.

And by the way your comment isn't exactly accurate anyway. it would not, for example, apply to any enchantment whose base duration was 10 seconds.
